Ya I was. There are 2 ways to fix it: one lower grafics to the minimum then during the cutscene before the infinite load repeatedly open and close the windows live tab until the scene ends try that and see if it works.

After I tried some fixes I was able to fix the glitch, thank you!

Hey, did you have to do anything else to get the game running I've been hearing that it's a pain to get working on Windows 10

So, I'm running the game on Windows 10 and my rig is 1080ti + I7 7700, not that it really matters FPS wise, cuz the optimization sucks, so the game still run like trash, but with fast processors like mine the game has more glitches, including infinite loading, so every time I encountered a glitch I would go to the process tab on Task Manager, right click on the game process and go to afinity, after that I disable every core for that task, leaving just Core 0 ticked, that'll shift all of the game process to 1 single core, of course the FPS will drop, but doing that before the cutscene starts will make the infinite loading go away, this works for others glitches aswell. Other method is to lower your graphics settings, I tried that but it would only work if I clicked on the option that shifts the graphics settings to the Default of your system (forgot how the option is called). But those were the most efective methods. Some missions like "Momma's Boy" on TBOGT have glitches too, but to fix those you have to do more specific things. Good luck.

It is obvious that the game wasn't developed and optimized for my hardware, in fact it wasn't optimized at all, there's no way you can run it decently, even with older systems, including the recommended one, the game is a bloody mess to run in any PC.

I can confirm it works. If you have any problem with stucked camera or stucked loading screen for whatever mission or if you cant climb into chopper or onto truck (GTA IV main story missions) just go to your task manager and find GTAIV.exe and set it to one cpu core only do what you have to do and then allow all cores. Stupid thing but you have to do it if you want to play this game and finnish it :D - I dont really understand how this can be a fix and why Rockstar havent done anything about (in fact I know very well why they havent fixed it) it but it is what it is.
