That is the reason. No it is not active in the top corner.
(E.g. I currently have to have a river with 100 tiles.. Any idea why those more difficult challanges come before the farm / town / forest easiest challenge?)
Challenges only come up once they've been unlocked, starting from the next new game. You can tell which are unlocked from the 'Rewards' page.
Any not currently unlocked will come up via 'ghost' tiles, and will have a crown on the quest bubble. You need to actually complete the bubble quest as just revealing the ghost tile is not enough to unlock the challenges.
Of course achievements will still have to be unlocked by uncovering and solving Crown-quests while playing the game.
If you check out the beta patch 1.0b, you can try the reworked achievement system.
I'll quote the patch notes here:
🌻 All challenges are now permanently active
Challenges are displayed ingame, sorted by their completion ratio
Click on a challenge in the reward screen to pin it, displaying it before other (unpinned) challenges regardless of its completion ratio

And, there are Steam Achievements.
Steam Achievements are linked to their ingame counterparts. If you have not unlocked a particular Challenge ingame (e.g. the "Großbauer" line) you will not be getting the Steam Achievement even if you 'fulfill' its requirements.
