This game had potential, but Devs and community killed it
I try to play with a mix of competitive tactics but keep the cool feeling of DBZ fights.
If someone throws a ki blast randomly, I'll throw my own just to clash even if it doesn't benefit me. If they start to beat me, I'll transform like an unveiling of my "true power" even if the base form is better, lol. When I find the guys who respond with the same energy I add them as rivals.
I've noticed that too. But the devs need to give you a reason to use it. When the opponent uses a blast the UI disappears, so you if you didn't take stock of your perception points it's risky as hell. Doing it up close it doesn't even seem to give you an advantage. Chip damage isn't a huge problem either to incentivize it over blocking. It needs to absolutely work against multi-hit blasts too. (just recycle the regular neutral deflect and make them invincible for the duration).
I -consistently- use it to punish rush blasts. Remember, you need 2 perception points.
It only might not work against rushes that are unblockable (command grabs in fighting game terminology) or Ultimates. (They should update it to work on Ults. Just make it cost 3 or 4 points.)
