On the Store page see 'View the manual' to...see the manual. In the future, it might help to endear someone to help you by not trashing a game that folks who, actually, learn to play it; find it to be one of the best 4x's ever created. Just my opinion, of course.
Btw, DC:AO is, also, an excellent game...imho.

That was a well documented problem with Shadow Empire and the manual was viewed the same way, only, it counted towards game time with Steam. I am looking for an answer to my question, not to "endear" myself to you or anyone. I will make my own decisions about whether I like a game or not. Tough luck if you don't like that.

If the Publisher's (<---important distinction here) launcher opens and you view the manual that way then yes it will count as the program running. You can avoid this by reading the manual from the game folder instead.
If you didn't like SE then you prob wont like Vic's other games, however unfortunate and misguided you may be in such an assertion.

Thank you for the first part of your answer. I like all the other Decisive games and own them. Even today with a brand new top of the line Alienware PC, Shadow Empires is painfully slow, but you are not interested in why I dislike the game, only that I dislike it.

You would be right that I am not really interested why you disliked it, many didn't and I am not one to tell you how to think.
I do not know how it could be slow if you have a decent rig as my set up is going on 5 years and it runs fine.
I assume you are referring to the time it takes to process a turn but that is always going to take time in such a complex game and will be limited by your CPU's processing power, though I am not sure if it relies on single core or multi core clock speeds tbh as it has never seemed like much of an issue.
Also of note, and without telling you how to think, Alienware really are not known for putting together the best rigs however they are known for slapping a price tag on them that would make you think it is really good when in fact you could get a lot more for your money literally anywhere else.

If you go to slitherine.com, on the page for the game you should see a box about mid-way down, it says FORUM at the top, but at the bottom of that box is a button for MANUAL. You can click that and read the manual as long as you want without ever even opening Steam.
