To answer your question, it's because Microsoft are dropping back support for 32 bit in Windows and so we're needing to follow the Operating System going forward.

Valve's new Steam Link client for Windows is 32-bit by the way, as well as the core of the Steam Client.
Thank you for getting in touch about this! I've asked the team about this and The Shadow Plague has not been removed from the Plague Inc: Evolved game nor the Scenario Creator. We no longer do any development on the 32bit branch but The Shadow Plague is still available on the 64bit default game. Although, Individual creators using this disease template may have removed titles they created.
