Hello, I have a problem with running clients. Each time I want to run a client on a different machine, Steam prevents it and shuts down server instance. Is there a workaround for this?

I was wanting to get this game a while back but didn't. Now that I'm interested again I see there is no listed price on Steam and no discernable way to get this game through Steam. I live in South Africa and I'm wondering if this game is not available in my region?...
