Can't move houses
I tried clicking on the bottom right like all the other discussion posts say, but I still can't move the houses.

Nope. Which is why you have to be careful with where you initially place them.

You can move all NPC's houses, just not Rusty's. You use the "Move Object" button (the two dotted boxes with the red arrow on the menu tab with the house icon).
