Well I tried to do it myself but I have no knowledge about photoshop.So can anyone make it and upload to the workshop?

The game doesn't really support skin mods.

To be precise the game won't do client side mods making skin mods pointless. Servers have to host the mods you want to play. Which essentially means the only viable mods are maps and complete overhauls.

Man I remember back in the early CS 1.6 and CSS days you could have any custom weapon skin (complete with custom reload animations) and sounds and join any server no problem. I remember my Desert Eagle being some Resident Evil Beretta. Glory days.

Now skins are just paint jobs on stock weapons and you have to pay for them. Keeps the kids happy that don't know any better.
