I would assume that everyone involved in the first game is likely a SAG-AFTRA member.
Might be an idea to leave out something this speculative.
Where was this stated? But I wouldn't hold out any hope for a Burch DLC.
Deck Nine/Idol Minds were previously a support/outsource studio they have developed full games in the past and not just ports but these were always using an IP created by someone else. I would doubt that Storyforge was created with intention of Before The Storm being produced with it but making games of that type in general, which is just an extension of their previous output. Before the Storm will still be a game working with the IP created by someone else whch also makes it just an extension of their previous work.
As a guess mostly likely the same people who made the decision for Breach's inclusion in Mankind Divided.

RE: SAG-AFTRA: The previous "Life Is Strange" cast are probably all members of the union. They could be members of another union but that is unlikely. In addition, several unions such as the Canadian equivalent are striking in solidarity. There is some question that any first time actor who is in this, is not a "scab" because SAG-AFTRA's regulations for membership seem to imply that you need to have performed a role before you can join the union. I will look into this more if people are interested. It is simply a curiosity that does not change more than possibly perception.
RE: Trailer: It is a matter of opinion whether to include it or not. I will probably have to eat my hat if I am wrong, but I think it is about as sure as you can be without the developers stating it. The question has simply been repeated Ad nauseam on the forums. That is why it was included even if it is not completely confirmed. I completely forgot to write "Speculation." Thank you for pointing that out.

RE: Deck Nine's history. I have corrected that they have done one or two smaller games as I missed that on the port list. Thank you.
When I stated, "they restructured their company to make this game" I did not mean it was solely for this game as I continued that it was to make story driven games and this was their debut/try-out/opportunity. I have cleaned up the language.
RE: Cancellation: The stream states that "they" (no indication if this is solely Deck Nine or with Square. I would expect that Square had the final say) considered cancelling the game due to Ashly Burch not being able to reprise her role. They obviously decided against it.

Somehow I'm rather suspecting that Deck Nine didn't actually have any choice in this situation and that there isn't any likelihood of Square-Enix being willing to cancel something they see as a guaranteed money maker. I question whether the project was even started before the strike occured as Deck Nine's restructuring would have started before Life Is Strange's first episode was out.
Square-Enix's have quite a history as publisher who have made various dubious decisions regarding third party games such as Mankind Divided, Hitman, Tomb Raider. The Max episode being locked to the Deluxe edition comes across as something they would be responsible for as well that it also includes cosmetic DLC.
My guess as to when the project started is summer 2016. I find it unlikely that it started prior to December 2015 when the "Limited Edition" of "Life Is Strange" was announced.
The time frame of when members of the team joined Idol Minds/Deck Nine gives me that impression. (Predominantly Spring-Summer 2016) (Other than engine work which isn't directly related)
Not to mention the entire issue of the strike could have been moot if Square Enix had planned ahead and signed the cast of "Life Is Strange" to a multiple game deal before the SAG-AFTRA deadline for contracts. (February 2015) It may be that Square didn't even consider the project until they made the decision to release a "Limited Edition" of "Life Is Strange" due to high sales.
The problem is that is a circular situation. One cannot get work without being in the union but one needs to have done work to be allowed to be part of it.
I would doubt it started two months after the first game concluded.
Except the hiring of VA staff is more likely to be done at the level of DontNod and not Square-Enix. By February 2015 only episode one was out they wouldn't have known at that point how well it would perform.
