But it is a very poor remake, on that most people agree too.
There are a lot of pros and cons, that make the game worth spending time on. But it is the cons that offput people. Compared to the original, many of the maps (some of which considered iconic) are removed, and not replaced by enough content. Uptown, Downtown, Park, Clock Tower are simply gone, and replaced with a fairly short Sewer section. You don't go into the Police Station, instead Carlos does. There are far less puzzles and backtracking, that gives a very linear gaming experience, which is very different from the original. Also in the original game, the extensive map would allow you to choose different routes to accomplish your goal, and depending on the choices you make, certain scenes, item placements, even fates of certain characters as well as the ending of the game would change, which provided a lot of replay value. This is not present in the remake. Additinally, Nemesis mutating into a four legged weirdo severely limited his mobility, and turned him into a far less threatening and much easier to deal with menace, whereas in the original he was becoming more and more threatening. In the original, once you beat the game a Mercenaries mode would unlock, where you would play as Mikhail, Carlos, Nikolai to run through the maps and save civilians (or just plain yourself), which would give you points depending on your performance. The points would then be used to purchase certain weapons. Also beating the game, you were given an Epilogue chapter that would reveal what several characters have been up to, which encouraged players to play the game over and over again. Finishing the game would also unlock new costumes, which you could try in a Boutique Shop. A white suit, Dino Crisis costume, RPD gear, Policewoman gear, etc etc. These are all missing from the remake. Furthermore, the change in Jill's character (both design and personality) is not received well by many. Also the fact that she cusses now is another aspect that people did not receive well. They called her 'woke'. And, her most iconic line in the original game was used as a throwaway line during one chase scene, which personally pissed me off. Though I got over it, it still sometimes ticks me off.
On its own, R3make is quite fun, at least for me, as my hours in the game would tell. I'm a hardcore Jill fan, so that surely had an effect too. But really, I simply enjoy playing this game. But compared to the original, even I will admit it is an extremely poor remake.
Currently its also slightly behind Village and far behind RE7 and RE2. The latter is currently the best selling RE game.
If RE4 keeps up its pace, it'll surpass RE3 within a year.

and basically no DLCs that could keep "alive" for a little bit longer. Not even something like the "Ghost Survivors", let alone "Seperate Ways" or "Shadows of Rose".

Meanwhile the RE2 Remake was something, fans have been waiting for ever since Capcom remade the very first RE in 2002.
Playing as a woman is hardly the reason for the weaker sales. Jill is (by far) the most liked female character and the second most liked character in the franchise.
Lower sales based on quality is shifty area. Main issue here is, that objectivly its not a bad game per se. Its short, lacks features, locations and bonus content from the original but it isnt a buggy mess with unresponsive controlls, terrible performance etc.
Its even a bit ironic. Original RE2 sold ~ 30% more units than original RE3.
And as of now RE2 Remake sold a bit than 30% more units than RE3 Remake.
Almost a "History repeats itself"- moment.
Where's your source on RE3 selling more than RE4? I find that incredibly hard to believe. I see way more publicity and content coverage on RE4 than RE3 ever had
TBH no one knows exact Steam sales numbers but only estimates(I have seen) seem to favor RE4R.
RE3R was 60 euros on launch and could be done in 4-6 hours.
Mercenaries were cut out and replaced by a dead-on-arrival hacker-infested MP game noone asked for.
About half the game features were cut out from OG like many weapons, Nemesis got downgraded,his drop got downgraded, many enemies were cut,live selection replay value got completely cut, the graveyard cut, and almost every puzzle cut slightly random enemies got cut, and enhanced ammo got cut.
Zombie limb loss animations were reduced compared to RE2R.
Yeah the above might be a reason it did not sell as well as others.
Personally it could have been a RE2R DLC.

This also part of (bigger/more) marketing and it already worked. RE3 had alot more time to gather sales but despite RE4 being much "younger" and therefore had less time to rake in sales its already upon RE3's heels.
But it is a bad remake, and that's why fans are pissed and divided.
Didn't help that Capcom lied about it in the pre-release publicity - for example they said it would have a "vastly expanded fully explorable" Raccoon city. It's actually two thirds smaller than the original.
They said The Nemesis has a "specially written advanced stalker AI" Kinda like Alien Isolation. There was never a special AI and The Nemesis is completely scripted.
As for the 'vastly expanded, fully explorable' I don't know about that marketing, but that was indeed the plan, but then the deadlines changed and the team was forced to remove maps and rewrite the beginning to be able to finish the game in time. It's why there are some continuity errors like the not broken wall in RPD 3F or Carlos saying "you saved my ass first" during the game, which is not the case at all.
Capcom really did this game dirty. Any RE fan worth their salt would have gladly waited for another year or even 2 to get the remake this game deserved, but Capcom sharked out and wanted the greens asap. Everyone lost out. Sad..
Firstly, the super zoomed in aiming system proved this was being developed as something much slower and more strategic - it doesn't fit with a pure action title.
Secondly, all those Nemesis shaped holes dotted around the town and the Police Dept were placed there for a slower more strategic experience - like an actual Nemesis stalker.
My guess is that it was reworked when Capcom decided we would rather all LOVE to blow our money on "Surprise Mechanics" for REsistance - who wants a REAL Resident Evil 3 anyways? PAH!

Although I read somewhere he can also enter the subway station save room. I couldn't make it happen myself. Perhaps you gotta do something specific to trigger that, or it is a difficulty level thing (like only in Inferno or something). Or the guy was making it up or using some mods, you never know these days.. :)
