What game you re-login / playing ? And what do you mean by FPS ? Is it dropping or just unstable ? Be specific buddy, it be could helping on the long run.

Also, if it keeps dropping to random number below the limited FPS, chances are your device couldn't run the game at limited stable frame-rate. If it shows 40 FPS or 55 FPS when you capping the game to 30 FPS, please check if you set the frame-rate cap to the right application and last, check if you set the frame generation multiplier to the right value (X2 means 30 FPS -> 60 FPS and X3 means 30 FPS -> 90 FPS).

sorry for not specific its like false fps and i play rdr2 , i can play stable fps at 30 no drop at all. but after i x2 with ls its shows 60/120 somehow and i dont know. the fps should be 30/60 cuz i cap with rtts 30 fps why its show 60/120

Probably because of some overlay, try disabling them all in Steam/AMD/Nvidia/Discord.
