Is the laptop connected to the power? because if it's not laptops lower the tdp (basically the total performance they can get) to save power, so you will be getting less fps.
If that's not the case, try to delete the lossless scaling settings (C:\Users\YOURUSERNAME\AppData\Local\Lossless Scaling), make a backup of that file so you don't lose all the settings if it doesn't work, and then try again.
and maybe tell us a bit more about the problem, like:
in what games does it happen?
is it only on 1 title or every game?
what is your maximum base framerate?
what hz is your monitor?
do you have a dedicated gpu?
