Pathfinder: Wrath of the Righteous does not let you start as a dragon, but does offer a Mythic Path questline to become one.

Dominons 5 has Dragon as possible pretender choices (several of them actually: turtle dragon, wymr, Red/Blue/Green dragon, Asian Dragon...). The pretender is your avatar.
