You might have facing high ping in South East Asia servers nowadays.
Here is the reason:

Valve is adding providers and servers in Singapore, which should give gamers a better choice in reaching different networks.

Current servers are being decommissioned April 15. During this time, gamers will be routed to other servers in Singapore. The latency may be different until optimization is completed. The expected date of optimization is April 26.

Since we people don't actually care about announcements or events. This "Happy holi" event ended with just 2 participants :).
