In 1996, when Japan was facing a rampant economic crisis, japanese politicians, passed in the Diet a set of rules to combat the inflation the country was suffering from. Sadly, the 34th rule was poorly written, which resulted in an misinterpretation meaning the criminalization of divulgation of copyrighted imagery without pre-approval from the original artist. Vaporeon's original artist, Mitsubishi Honda, used of the opportunity to engage in a lawsuit against Nintendo which delayed the release of the now famous game Pokémon Red for about 7 months!
