Please don't be deceived. It's definitely a world builder. What makes Tropico 4 fun is that it's relatively forgiving. Whilst the Caesar series of games demanded exact building placement to keep your society functioning here providing you build what's needed and have reasonably good road connections people get what they need/ want. It's fun because you start off with only about 50 islanders and even the largest communities tend to top out around 1,000 so you feel more intimately connected with what's going on. Plus the tropical island vibe is very chill. In a sale (late Autumn/ Black Friday) is less than two months away) you should be able to get the complete game very cheaply.
