I didn't want to necro this thread https://ad.gamersky.info/@steamcommunity.com/app/807120/discussions/3/2794998399747251712/ but I wanted to let you devs know that I've had the same issue: I've a 165hz monitor and my fps kept oscillating back and forth between 165 and 50 every few seconds. I've an RTX 2070 with driver version 536.23.
Using -force-glcore launch parameters fixed my issue.
