A Fun, Non-Meta, Hitman Build. [Mayhem Approved]

This is a viable non-meta build that has been Mayhem tested and approved. It gives you a somewhat nice tankyness while not sacrificing speed in the process. Using the Hitman perk deck, this is a utility giving, fun, usable build.

So Why THIS Build? (and Disclaimer)
One time I was playing Payday 2 by my own in the morning. And I thought to myself, "Man, I really wish more Perk Decks were considered Usable."

You've got your Grinders, your Anarchists, your Rogues, your Muscles, your Armorers, but you don't really encounter Gamblers, Crew Chiefs, Hitmen, Bikers, etc.

This build was my attempt at a usable Hitman build, that still allows you to move pretty fast (37.3 speed compared to that of the Two-Piece Suit's 40.) While allowing you to receive the benefits of the armor regeneration and the 1.5 sec. instant armor regen.

I know it says on the screenshots the build is named Crime Spree/OD; I don't really change the names of my skill trees ever and it confuses me too, haha.
Mastermind


So these are your Mastermind skills. I almost never leave home without Inspire, and it remains true for this build, with your speed, it will be incredibly easy and useful.

We're going to take uppers because on Mayhem this build allows you to survive pretty well. Obviously being targeted by more than 10 cops might change that, but that's why we have speed. Cops in this game already "miss" you and so when you jump and run around, and Uppers is simply insurance or for your teammates (because we all have those teammates that get shot down every 5 seconds.)

The other two skills: Forced Friendship and Stable Shot are just more for quality of life. (Faster civ-tying, more stability, which you're going to need.)
Enforcer


So for this build we're focusing on the middle tree. Acing Resilience because flashbangs suck, and Transporter and Die Hard to let you take advantage of your armor + speed combination, as well as give you a small boost of armor.

Bullseye basic to abuse armor gate, and give your armor a little bit more sustain.

Shock and Awe to further increase your recovery rate. (45% from Hitman + 25% from this Skill = 70% armor recovery rate.)

Iron Man basic will allow us to get 30% more armor straight up: this will be useful with the armor we will be using.

Underdog and Scavenger are, again, quality of life skills. (More damage when surrounded, easier to pick up ammo.
Technician


Technician skills are simply for quality of life.

Silent drills help in heists where you're trying to stealth a little bit (and your detection won't be all that high so it's perfectly possible to stealth some parts of heists with this build.)

Steady grip is to help your primaries and secondary exceed.
Ghost


This is the part where the armor build seems a bit weird. Like whaaat? Crits from LOW BLOW in an ARMOR build? Crazyyyy but alright!

We'll have Second Wind and Optical Illusions basic so we can reach low blow, as well as be able to survive after armor breaks until it fully regenerates again.

We take Duck & Cover basic and Parkour Aced so that we can pick up our speed while being able to reload our guns while running for cover, if necessary. Oftentimes when your armor breaks you really don't have to worry that much. Inner pockets is just so that it's easier to get below the threshold for Low Blow's crits to fully kick in.
Fugitive


This is where we take all our pistol and Akimbo skills.

Accuracy, increased rate of fire, better Akimbo stability + ammo, faster reload + accuracy and 15 more damage points, all help make your pistols and Akimbos much more dangerous. This also allows for variety, as many more pistols are made reliable and strong in tandem with all of these skills.

Nine Lives aced for the extra down, and Martial Arts basic because melees hurt like hell.
Primary


So for this build we're going to use the Stryk 18c pistols.

Flash Hider, Ergo Grip, and Extended Mag. I use a concealment boost just because what else am I gonna put it on?

It is important to realize
That with all these skills your concealment will be on the low side (22 and below) because pistols and Akimbos are super concealable, and all pistol skills apply to them, too, therefore, any other pistol akimbo primary will work out in your favor, just in case you DON'T like the Stryks. For example, I occasionally take the LEO pistols instead, because they fire fast and pack more of a punch.

SO LONG AS YOUR WEAPONS GIVE YOU BELOW 22 CONCEALMENT, THE RANGE OF YOUR OPTIONS IS HUGE
Secondary & Throwable


I take the Matever .357 revolver because it can have a laser, making it a lot easier to shoot without having to ADS. Medio Barrel for concealment, Micro Laser for utility, and Noir Grip for further concealment.

If you don't need a laser you could very easily just take the Castigo Revolver which has identical stats to the Matever while still having a faster reload with this build (2 seconds compared to the Matever's 2.4) or the Bronco which can have similar damage to the Castigo and Matever while having an even FASTER reload (1.5 seconds) but it's all down to preference.

I use a revolver simply because it doesn't have a "full reload" animation and also because I simply just like the way the revolvers are much more. You can very easily just take a high damage pistol (but really anything above 80 will fit you just fine, in my opinion, as long as it has good ammo pickup.)



Incendiary Grenade for room clearing and stunning cops, nuff' said.
Melee

I found myself using the Electric Brass Knuckles simply to take hostages in case my teammates needed them for their Doms, but otherwise any 32 concealment melee will work.
Armor & Deployable


THAAAAAAAAT'S RIIIIGHTTT, we're going to be using the
HEAVY BALLISTIC VEST
This vest, with all the armor skills, will allow us to get a total of 117 armor. The speed one has with the Heavy Ballistic Vest is very minimally slowed down, again, only ~3 speed points less than the suit. Anything above that I feel slows you down WAY too much and gives minimal benefits. Flak Jacket just gives you steadiness (buff Flak Jacket) and the Combined Tactical Vest only gives you 26 more armor (big whoop.) So you are a speedy, always armor regenerating, badass, holding a revolver and akimbos. Isn't that just cool, look at you.


For deployable, we take First Aid Kits (because that's what the skills we got are for, duh.) And I honestly found myself not really needing to use them all that much, I found myself not really running out of armor, so I was able to give them more to teammates who were in need.
Perk Deck & Final Thoughts


Hitman, as a deck, is nice, but doesn't fit the theme of a Hitman.. ANYWAYS:

It will allow you to have a 70% armor regeneration rate (as said before.)
50% more Akimbo ammo, and a smaller Akimbo stability penalty.

The bread and butter is the fact that 1.5 seconds after your armor breaks, it will fully regenerate, no matter what. In Payday 2, armor will NOT regenerate if you are being shot at (even if behind cover, not taking damage.)

Allowing to circumvent that, you're free to try to take down turrets all by yourself, granted you have self-preservation and take cover until your armor fully regenerates, and your damage output from the Critical Hits + high pistol damage will help you out a lot.

Play somewhat defensively, and don't be afraid to go out there and soak up some damage: you're kind of built for it, but play smart, and aim well.
Death Wish & Death Sentence
As I said before, this build is Mayhem Certified. If you are able to test and make any changes to this build that allows it to be usable in those higher difficulties, I am ALL ears.

If you want to make this build work better, you can make something like this:

Drop the heavy ballistic vest since it really gives you nothing and just go with suit for the dodge. Replace the Matever and get a useful weapon like the 5/7 for shield killing since that is an issue you will find.
