Spy does have a face under the mask

technically spy doesn't have a face cause of the mask so it'd be more like a man of many masks...eh that sounds stupid. Nice job on this though, the red and blue figures in the back look really cool.

Well, at the very least you can use GIMP, I think it should have some of the features needed to achieve this effect. If not, there's a lot other free software like paint(dot)net and Krita. It's just that since I never used these tools except for GIMP, my tutorial probably won't help you as much, so you'll have to look up how to do the effects on your own.

As for the tablet, it'll be a lot more harder to do this with a mouse but it should be fine, just use the pen tool like I said. If you're looking to get into making stuff like this though I highly recommend buying a really cheap tablet whenever you can.
