The Red Phone protocol has always bugged me. the same scientists who made GLaDOS considered this to be a good safety measurement?! So here's an explination that I think could make some reasonable sense. Aperture Science tried making a new facility somewhere in Europe to expand and solidify themselves in the worldwide tech department. The first floor had already been built, but they needed more funds for the next floor. So what did they do? They made a proposal to take some of the funding from the GLaDOS project. I'll stop here so you can experience the map yourself. Also the lore that I know could be completely wrong so please don't get mad on me.
