Hey, I just started looking at this 'community' tab on steam. This looks really cool, is this something I can add to CS:GO or what? If so, how?

welcome :)
basically people make skins that they think look cool, then submit it here, then people can vote on which ones are their favorite. if a skin gets enough votes it is shown to the csgo devs who choose which ones to put into the new cases.
