After the installation, Steam automatically saves the PDF file in the Pioneers of Pagonia folder. Usually, this is:

In case you can't find the DLC there, make sure you have downloaded it. To do so, please right-click on Pioneers of Pagonia in your Steam library, select "Properties" --> "DLC" and ensure that the guidebook DLC has a blue check mark.
