What if Liberty Launcher Couldn't Self Kill
Suppose the Liberty Launcher had the stat of "cannot self kill when in air" which means that not only would it get the rocket jumping bonus, but if you were in the air when a rocket would put you below 1 HP, you end up at 1 HP? With good air control, you could always move yourself to some prop and not take fall damage, so you could rocket jump forever and not die. Would this made it an OK sidegrade, or the fact that you could never blow yourself up as long as you were airborne mean that it would overshadow the rocket jumper?

Soldier already has an item for people who want to chain a lot of rocket jumps together and not take a lot of damage. It's called The Gunboats.
Fall damage would be seen more often in the kill feed. There won't always be a piece of geometry or prop to surf off, and probably less often than there will be.

i think the change could make the liberty launcher cool and useful

5 rockets which deal 25% less damage is still too punishing a setback;
Maybe if it fired a little faster it'd be worth it.

It's supposed to be easy to jump with and pop enemies into the air to pair with the Reserve Shooter and Market Gardener, but it's tricky to get there.

Oh comparing it to stock, I'd still take stock for playing actual soldier.

But I was worried that buff could make it overshadow the Jumper entirely for the "garden" trolldier playstyle. I wanted to make it a sidegrade. Less effective than stock for most sitautions, but good for jumping around and killing enemies.

After all, props can save you from fall damage. And especially after 2020, just about every map in the game has props just about everywhere so all you have to do is head to a prop at 1 HP. None of them are as good a hightower in that department, but every pre 2017 non hightower map seems to have less (usable) props than rescent map additions.
