The Pheonix was built as a drop in disposable fighter to send into atmosphere with supplies for colonies and as a way to defend against hostiles. It was originally designed to run purely off battery power, but upon testing it was discovered that batteries alone weren't sufficient to keep it in the air with all systems working properly.

Four small reactors were added for the extra power input necessary for it's systems not to overload the supply.

With these being the only ships dropped onto prison planets, the Earth Federation didn't have to worry about criminals using it to escape.
