Skip Relic Cooldown

Because I didn’t really like other mods that reduce cooldowns without any cost, I simply made one myself.
New edicts have been added, allowing the consumption of Unity to skip relic cooldowns.
The required Unity cost will increase with the size of your empire.

因为不太喜欢其他不用代价就可以削减冷却的模组所以自己简单做了一个。
添加了新法令，可以消耗凝聚力来跳过遗珍冷却。
所需的凝聚力会随帝国规模增长。


Update: Added independent cooldown for Propagandosphere, cannot be skipped using edicts.
更新：为 宣传之球 添加了独立的冷却，无法使用法令跳过。
