Following recent diplomatic tensions, Venezuelan military activities near the coast, and the local rebellion reaching its eighth year, the Baracan Defense Forces have bolstered their presence on Isla Pera. The northwestern swamps, a remote yet resource-rich area, have seen the emergence of new mining villages, police stations, and army bases, primarily staffed by the "Uncorruptables" - the Baracan Marines.
This swampy, isolated region, however, also makes an ideal stronghold for rebels, offering a secluded base of operations and convenient access for arms shipments.

Recognizing this strategic advantage, Caracas deployed the renowned Panther team to the area, tasked with covertly supplying and supporting the rebels to accelerate the escalation of the conflict.
